Gary Brooks is an accomplished Senior Project and Program Manager with more than 25 years of experience delivering complex technology, engineering and business transformation projects across the electricity, water and gas utility sectors. He specialises in Supervisory Control and Data Acquisition (SCADA), Operational Technology (OT), Advanced Metering Infrastructure (AMI), distribution and outage management systems, and large-scale utility technology programs. Gary has held senior project, program, portfolio, delivery and consultancy roles with organisations including SAGE Automation, SA Power Networks, AusNet Services, SA Water, Jemena and Ericsson/TUSC. His experience spans the full project lifecycle, including program and project governance, EPC contractor and vendor management, schedule and milestone management, commercial and change management, risk and issue management, technical delivery, stakeholder engagement and business transition.

Internationally, Gary has led the project and program management of Pakistan’s approximately US$150 million national SCADA Phase III program, involving the implementation of modern SCADA and Energy Management System (EMS) capabilities across the national electricity transmission network. His role encompasses management of complex EPC delivery, technical and documentary deliverables, resources, schedules, milestones, change, risk and key stakeholder interfaces. In Australia, Gary has managed major utility transformation and technology initiatives, including Tier 1 programs and IT portfolio activities for SA Power Networks, the remediation design for AusNet Services’ AMI program, the business go-live cutover of an approximately $85 million Distribution and Outage Management System, SA Water’s SCADA standardisation program, and technology delivery governance for Jemena’s SmartNet AMI program.

Gary combines strong utility domain and technical knowledge with practical senior-level project leadership. He has particular experience taking on complex, high-risk or challenged programs where successful delivery requires strong governance, commercial awareness, stakeholder management and the ability to bridge the gap between engineering, operational, technology and business teams.
